As stated in the Bidding document- ITB (Clause 25.7), and in accordance with the applicable law (article 62 (9) of Decree Law no. 22/2022 of 11 May), the Employer shall open the Price Bid of only the Bidder who attained the minimum passing technical score based on the result of the Technical Bid Evaluation. The result of combined technical and price evaluation is as follows:
Conforme mencionado no Caderno de Encargos - IAC (Cláusula 25.7), e nos termos da legislação em vigor (nº 9 do artigo 62º do Decreto-Lei n.º 22/2022, de 11 de Maio), o Contratante deverá abrir as propostas financeiras apenas dos concorrentes que obtenham pontuação técnica mínima com base no resultado da Avaliação Técnica. O resultado da avaliação técnica e financeira combinada é o seguinte:

4. PONTUAÇÃO COMBINADA E CLASSIFICAÇÃO FINAL

A classificação final foi determinada pela combinação das Pontuações Técnica e Financeira, aplicando-se uma proporção Técnico/Financeira de 60:40 (Técnica: Financeira), de acordo com a Secção 3 - Critérios de Avaliação e Qualificação – conforme apresentado na seguinte tabela:

5. RECOMENDAÇÕES
Com base na avaliação sistemática e combinada das propostas que foi realizada de acordo com o disposto no Caderno de Encargos, o júri concluiu que o Concorrente nº 2 – Gardamor ISP Lda (Timor-Leste) – apresentou a melhor proposta com base na avaliação técnico-financeira combinada (concorrente com a pontuação mais elevada em termos de pontuação combinada).

Assim sendo, recomenda-se que o contrato para o Fornecimento de Internet de Banda Larga 1GBPS (Tender/007/MTC-2024) seja adjudicado à empresa Gardamor ISP Lda. (Timor-Leste) pelo valor contratual de trezentos e noventa e nove mil, novecentos e cinquenta dólares norte-americanos (US$ 399,950.00), inclusivos de todos os impostos aplicáveis.
A duração do Contrato é reduzida de 6 meses para 5 meses (de Agosto de 2024 a Dezembro de 2024) devido ao atraso causado pela Gardamor ISP Lda. por não poder fornecer a ligação de backup em Julho de 2024.

6. APROVAÇÃO

A adjudicação do contrato em epígrafe foi aprovada pelo Ministério dos Transportes e Comunicações no dia 12.

11. RECOMMENDATIONS

On the basis of the systematic evaluation and combined evaluation of the bids which has been carried out in accordance with the provision of the bidding document, BEC concluded that Bid submitted by the Bidder No.2- Gardamor ISP Lda. (Timor Leste) is the Number 1 bid based on the combined technical and price evaluation (highest ranked score bidder based on the combined score.)

Therefore, it is recommended that Supply Global Internet Bandwidth 1 GBPS (Tender/007/MTC-2024), to be awarded to Gardamor ISP Lda. (Timor Leste) at a Contract Price of US$ Three Hundred Ninety-Nine Thousand, Nine Hundred Fifty United States Dollars (USD 399,950.00), inclusive of all applicable taxes.
The Contract duration is decreased from 6 months to 5 months (August 2024 to December 2024) because of the delay caused by Gardamor ISP Lda in order unable to provide backup link in July 2024.

12. APPROVAL

The award of contract is approved by Ministry of Transport and Communications on 12 July 2024.
