   The VC will consist of one consultant with an Experienced profile (at least 8 years of experience), or a team composed of at least one Experienced profile, including at least one Adaptation expert and one Mitigation expert, to undertake various short-term assignments all based in Rwanda.
The required skills and competencies for the VC team include:
• Mitigation Specialist
• Adaptation Expert with some track record in analyzing adaptation projects as validated by multilateral or bilateral donors.
• Specific expertise in energy efficiency in all relevant industrial, commercial and residential sectors, with demonstrated experience in technical evaluation and design of simple and complex energy projects, auditing, strong background in EE investments

• Specific expertise in renewable energy technology with demonstrated experience in technical evaluation and design of simple and complex energy projects, auditing, strong background in RE investments
• Specific expertise in environmental services and in E&S issues
• Effective interpersonal skills
• Excellent facilitation and communication skills (verbal and written)
• Fluency in English and French.
To facilitate the conduct of verification missions, it is recommended that the selected team of consultants have part of its activity based in Rwanda.
