Eligibility of Bidders
Minimum Qualification criteria are as follows:
i) Evidence of Eligibility
a) For Domestic Bidders:
• Certificate of Registration from Ministry of Urban Development and Construction or other appropriate regional bureaus with relevant Category RC-1 or GC-1 renewed for 2015 EFY;
• Valid Trade License renewed for 2015 E.C.;
• VAT registration certificate issued by the tax Authority;
• Tax clearance certificate which states its eligibility to participate in public tenders and valid at least at the deadline for submission of bids; and
• Evidence of being registered as Supplier in the Electronic Government Procurement (e-GP) website (https://egp.ppa.gov.et ) of the Federal Public Procurement and Property Administration Agency (FPPPAA).
b) For Foreign Bidders: Business organization registration certificate or Trade License issued by the country of establishment.
ii) The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as US$ 13,000,000 (US$ Thirteen Million) for the subject contract(s) net of the Bidder’s other commitments.
iii) The Bidder shall also demonstrate, to the satisfaction of the Employer, that it has adequate sources of finance to meet the cash flow requirements on works currently in progress and for future contract commitments.
iv) The audited balance sheets or, if not required by the laws of the Bidder’s country, other financial statements acceptable to the Employer, for the last three (3) years shall be submitted and must demonstrate the current soundness of the Bidder’s financial position. The Bidder's financial position will be deemed sound if at least two (2) of the following four (4) criteria are met:
a) Average earnings before interest, taxes, depreciation, and amortization (EBITDA) for the last three (3) years > 0;
b) Total equity (net worth) for the last three (3) years > 0;
c) Average liquidity ratio for the last three (3) years > 1 ((Current assets) / (Current liabilities) > 1);
d) Average indebtedness ratio for the last three (3) years < 6 ((Total financial liabilities)/ (EBITDA) < 6).
v) Minimum average annual turnover of US$ 60,000,000 (USD Sixty Million) for the last five (5) years.
vi) General Construction Experience:
• Experience under construction contracts in the role of prime contractor, JV member, subcontractor, or management
contractor for at least the last five (5) years, starting 1st January 2018.
vii) Specific Construction & Contract Management Experience:
A minimum number of two (2) contracts similar in size and nature, i.e. for:
• BRT construction projects with a minimum of 10 km by 12m (= BRT stations platform of 5m + 1 BRT lane of 3.5m * 2
(each side)) width;
• LRT construction projects with a minimum of 7 km by any width; or
• Urban Asphalt Roads construction projects with a minimum of 15 km by 18m width, including traffic lanes, sidewalks
and drainage.
Each contract mentioned to substantiate the required experience must have been satisfactorily and substantially
completed as a prime contractor, joint venture member, management contractor or subcontractor between 1st January
2012 and application submission deadline: each contract with minimum value of US$ 50,000,000.00 (US$ Fifty
Million).
viii) Specific Experience:
• For the above and any other contracts completed and under implementation as prime contractor, joint venture member, management contractor or subcontractor on or after the first day of the calendar year during the period stipulated in 4.2 (a) above, a minimum construction experience in the following key activities successfully completed:
- Excavation of 40000 m3 (Four Thousand cubic meter) per year:
- Excavation of 40000 m3 (Four Thousand cubic meter) per year:
- 5000 m3 (Five Thousand cubic meter) of Rigid concrete pavement (continuously reinforced concrete, or CRC) per year; and
- 7000 m² (Seven Thousand cubic meter) of Bus, Tramway or Train Stations’ Platforms and Steel Structures Construction per year.
