Eligibility of Bidders
The Lake Victoria South Water Works Development Agency (LVSWWDA), “the Employer”, has received funds from Agence Française de Développement ("AFD"), the European Investment Bank (EIB), the European Union Africa Infrastructure Trust Fund (AITF) and the Government of Kenya, towards the cost of the Lake Victoria Water and Sanitation (LVWATSAN) Program, and it intends to apply part of the funds to payments under the contract for Works Package 2: Lot 2 Dunga Lake Intake, Water Treatment Plant and Nyalenda Ponds; LVSWWDA/PQ/1/2021-22/LVWATSAN/WP2/Lot2.
The Employer intends to prequalify firms for Works Package 2: Lot 2 Dunga Lake Intake, Water Treatment Plant and Nyalenda Ponds, which comprise the following;
■ Rehabilitation and Improvement of Dunga Intake Works (3 No. pumping stations)
■ Rehabilitation and Improvement of Dunga Water Treatment Plant (conventional treatment plant with aeration, coagulation, flocculation, sedimentation and filtration processes with design capacity of 45,000m3/day)
■ Rehabilitation and Improvement of Nyalenda Wastewater Treatment Plant (three wastewater treatment lines comprising the following stages: anaerobic ponds, facultative ponds and two stages of maturation ponds. The design capacity is 11,000 m3/day)

It is expected that invitations for bid will be made in June 2022.
The main prequalification criteira area the following:
■ Nationality and Eligibility as per AFD and EIB requirements;
■ No termination of a contract as a result of Applicant’s default in the past five (5) years;
■ Not under suspension from bidding by the Employer based on execution of a Bid Securing Declaration;
■ Pending litigation shall in total not represent more than one hundred percent (100%) of the Applicant’s net worth and shall be treated as resolved against the Applicant;
■ Financial capabilities:
o access to financial means sufficient to meet the construction cash flow requirements estimated as two millions euros (EUR 2,000,000);
o meet the cash flow requirements on works currently in progress and for future contract commitments;
o current soundness of the Applicant’s financial position;
o Minimum average Annual Turnover of ten million euros (10,000,000 EUR), for the last five (5) years;
■ General Construction experience for at least the last five (5) years;
■ Specific experience:
o Three (3) substantially completed contracts, for civil works related to Water Treatment Plants of minimum capacity, 12,000m³/day;
o Three (3) references of design (process engineering) and construction of water treatment plant, Q ≥ 12,000 m³/day, including at least one of improvement or rehabilitation;one (1) reference of Construction/Desludging of Waste Stabilization Ponds (treatment capacity of at least 5,000m³/day) and Ancillary Works ,
o Three (3) references of design/supply install, test and commission of pumping stations, with Q ≥ 1,000 m³/h.
