dgMarket - Buyer's Guide

dgMarket allows government agencies, development institutions, and other large purchasers to announce procurement opportunities on the web at no cost. This is a faster and more effective method of advertising than publishing announcements in newspapers. It also increases the transparency in advertising since these announcements will be available to suppliers all over the world.

 

Registering a new buyer

Buyer registration is open and free to governmental agencies, development agencies, non-profits, and public companies that tender for goods, works and services.

A buyer can have a parent and/or child buyers, thus reflecting internal organizational structure of the purchasing agency. For example, a ministry can have its departments registered as child buyers.

To publish your procurement opportunities on our site, your agency has first to be approved to obtain publication rights.

In order to apply for new buyer registration, you need to be logged into the website. You can register yourself as an individual user here. Registration is free.

If this is the first buyer you would like to register, please go to this page and follow the instructions to submit a request. Otherwise click 'Add a Buyer' link directly.

You will need to fill a buyer registration request form which includes description of your organization and the contact information. To facilitate approval of you request, please also send an e-mail to support@dgmarket.com with the name of your organization.

Once we receive your request and an e-mail form, we will be able to proceed to the approval of your organization in our system. You will receive an automatic email once the buyer has been approved. You will be automatically assigned administrative rights that will allow you to edit buyer's profile, publish procurement notices, and assign other administrators or editors.

 

Buyers

To view of buyers on which you have administrative or editorial rights, click My buyers in Tools menu. Once you navigate to the page of a specific buyer, buyer administrators can click 'Edit buyer profile' to verify the information for the purchasing agency and make changes as required.

To grant editorial or administrative permission to your colleagues so that they might be able to publish procurement notices, click on 'Manage users' on the buyer's main page. Please note that you will be able to grant permissions only to users already registered on the site. Your colleagues can register for free here.

There are two different types of buyer permissions you can grant to your staff:

  • Users with editor rights can publish and modify procurement notices on behalf of your organization.
  • Users with administrator rights have, in addition to editor privileges, the right to modify buyer's profile and manage other users.
 

Procurement notices

You may add as many procurement notices or behalf of your buyer agencies as necessary. One procurement package (made up of one or several lots containing one or several items), with a specific deadline, should generate one procurement notice. While publishing a notice:

  1. You will need to provide certain information about the notice to be published, including its type and procurement codes for the procured goods, works or services (using a CPV codes selector). If you are not familiar with the CPV classification, you will find information about it at simap.europa.eu.
    CPV codes allow the website to send e-mail alerts to thousands of registered suppliers with matching business profiles once your notice is published. They also help producing a short abstract of your notice in their chosen language (over 20 languages available).
  2. You will need to paste the legal text of the notice into the form.
  3. You can also attach bidding documents and annexes to the notice.
 

Types of Notices

There are several different types of procurement notices in our database. Official names of notice types vary from country to country and from buyer to buyer. These are the most common types:

  • Prior Information Notice ( PIN )

    A Prior Information Notice (general procurement notice, periodic indicative notice) is issued by some buyers to indicate that tenders (requests for proposals) are soon to follow.

    Procurement Plan ( PP )

    Procurement Plans as published by some buyers to inform the public about their planned tenders.

    Invitation for Bids ( RFP )

    A Request for Proposals (invitation for bids, invitation to tender, or contract notice) informs suppliers that bidding documents are available and provides them with information on availability of bidding documents, deadlines and other details of tendering procedures.

    Prequalification Notice ( PPN )

    A Prequalification Notice (invitation for prequalification) is issued when complex and detailed bids are required. Prequalification notices inform suppliers that prequalification for a contract is open and invites them to apply. Only those suppliers who prequalify will be issued an invitation to bid on that contract at a future date.

    Request For Expressions of Interest ( REI )

    Requests for Expressions of Interest provide consultants with general information about upcoming tenders and invite consultants to submit information on their capacity to perform the assignment. This information is used to help create a short list of qualified firms or individuals that will be issued the formal request for proposals.

    Contract Award ( CA )

    Once a contract is awarded, the buyers publishes an award notice for this contract. Such notices provide information on the date the contract was awarded, the name of the successful supplier and the value of the contract.

 

Adding a procurement notice

Once you have appropriate editor or administrator rights, you can start publishing procurement notices. Please navigate to the main page of the respective buyer, then:

  1. Click on 'Add a Notice' link.
  2. Select the language, the country, the notice type, the contract title and number (as assigned by buyer), the minimum qualification criteria and eligibility of bidders (if applicable), complete the deadline information, fill the contact information and paste the text of the notice in the field underneath. Then click 'Save and Continue'.
  3. Search for the names of appropriate categories of the procured goods or services, select most relevant CPV code(s), and click 'Continue'.
  4. Upload related bidding documents or appendixes, if there are any.
  5. Preview and publish the notice.

It is possible to distribute bidding or tender documents for a fee, charging each potential supplier for downloading the documents. There are distribution fees associated with this service; to discuss them please send an e-mail to support@dgmarket.com.

Completed notices will be published immediately.

Please note that it may take up to 24 hours for a new notice to become fully searchable by suppliers on dgMarket.

It is possible to publish the same notice in different languages. To do so, please select the main language while adding a notice. You can add a translation to a published notice later, by going to the page of this notice and clicking <Translate> link at the notice title.

 

Managing notices

Depending on its current status, a procurement notice can be edited, published, hidden, or rejected. Also, a draft of a published notice can be created and then published instead of the previous version of this notice. Administrators can manage procurement notices by going to a page of the respective buyer and selecting appropriate actions in the list of notices.

Please note that publishing a new version of a notice will trigger e-mail alerts to suppliers, same as in the case of a new notice. Additionally, suppliers will be able to see previous version of the notices along with the latest one.
